I have same the problem I have installed Plugin "SevenSpikes.Theme.Motion" on my existing nop commerce ADMIN and choose the theme Motion creating new theme but Motion css design looks ok but not able to see top menu same as the Motion theme is showing in demo theme.

I am using NOPCommerce 3.90.
