Hi all,

1st step on OPC page has `<h2 class="title">@T("Checkout.BillingAddress")</h2>` that renders to "Contact Information". I tried changing it to "Billing Address" in Configuration - Language - EN (the only one), that didn't take and reverted to "Contact Information" after app restart. Then I changed it in the database and that didn't take either and reverted to "Contact Information" again.

So, questions: 1) is it just me, 2) is this a bug and if not 3) where/how am I supposed to change that?

I am seeing it in 4.60 and 4.40 (though I haven't tried doing the DB edit in 4.40)
