Would it be possible OR does it already exist to make the Pop-up ONLY "pop-up" on the site landing page.. Right now it pops up on every page if someone doesn't choose to not show again and just closes the window?

Unfortunately, there is no such feature in the plugin. However, if you raise a ticket in our support system and let me know what nopCommerce version you are using, I will send you a modified NewsletterPopup.min.js file that will make the popup appear only on the home page.
