PO Number Not Required

When using the stock checkout with a PO payment method, the PO box is required. It's not required when using the plugin. It should be required.

When I tested using the default nopCommerce checkout the PO Number field was not required.

I tested on nopCommerce 4.20 with Default Clean theme using the Standard checkout and the nopCommerce One Page Checkout and in both cases, the PO Number filed wasn't required.

Downloaded the Purchase Order plugin from the nopCommerce marketplace.
