Custom Head Styles?

Im new to both nopCommerce and your templates so forgive me if I'm missing something obvious, but no matter what I put in the "Custom Head Styles" for the nop Smart Theme plugin they dont seem to make it into my site.  I performed similar changes in the nop Motion Theme and it worked as expected.

Here's a sample in case its something on my side:

.header-lower {
background: #117EF5 url('/nopGeddes/content/images/circles.png') no-repeat;
}

Please let me know if I'm doing something wrong or if this is a bug.
