Each theme template is designed differently. The catalog page design differs from theme to theme. Just to ensure we are talking about the same button I am assuming this is the "Add to cart" button that highlights when you hover to the product?

I think the best way will be to create a ribbon image like the one shown in the example rather than doing it as a ribbon text.

For versions below 4.3, the patch is not yet ready. It should be available by this weekend.

Are you using Ribbon text or the images? For the text ribbons, you can target class product-ribbon which is the parent div for any ribbons.

Example:
.product-ribbon:hover {
    background: red !important;
}
